What is a typical and or safe ratio of base pay and stipend non taxable pay, especially working in a facility requiring call? Should I be asking for a higher base rate due to call? Or a separate ot or call out rate?

Ultimately, I would talk to an accountant to get the best answer for you based on your tax liability and finances, but the conventional wisdom is that as long as you are making above $16/hr in taxable, and you are duplicating your expenses (ie. staying in a place that you pay for that isn't your permanent tax home), then you should be safe to take the rest of your pay as non-taxable stipends.
